You get more bang for your buck with the higher ilvl of the item you are upgrading. Another thing to consider is you will probably not replace your higher ilvl items as soon, so upgrading them is even more of a good investment.

Do some pieces in the same slot at the same ilvl vary differently when you upgrade them?
YES.
[item=94279]Falling Blossom Sandals[/item] has 2 gem sockets and [item=94968]Dam'ren's Frozen Footguards[/item] has one gem socket and [item=95224]Home-Warding Slippers[/item] has no gem sockets, but they are all the same ilvl.

Upgrading [item=94279]Falling Blossom Sandals[/item] will give you: 74 int + 52 spirit + 52 haste
Upgrading [item=94968]Dam'ren's Frozen Footguards[/item] will give you: 82 int + 48 hit + 61 haste
Upgrading [item=95224]Home-Warding Slippers[/item] will give you:90 int + 61 mastery + 57 haste
or to simplify
Upgrading [item=94279]Falling Blossom Sandals[/item] will give you: 74 int + 104 secondary stats
Upgrading [item=94968]Dam'ren's Frozen Footguards[/item] will give you: 82 int + 109 secondary stats
Upgrading [item=95224]Home-Warding Slippers[/item] will give you:90 int + 118 secondary stats

In other words, the more gem sockets an item has, the worse effect upgrading is for it. Gem sockets come from the ilvl budget of an item, and gem sockets are not affected by upgrades.

Does it matter which slot you upgrade?
HELL YES.

I want to generate a basic way to compare how VP upgrades are affected solely by the kind of slot they are. So I chose examples from the BiS item list (http://howtopriest.com/viewtopic.php?f=19&t=3163) that had the highest ilvl, but the fewest gem sockets (since gem sockets will reduce the effect of a VP upgrade). Then, I wanted to generalize the item so the result would be applicable to more items. So I summed all of the secondary stats and then I multiplied that value by a generic secondary stat average PP. (0.59+0.59+0.60+0.60)/4=0.595. That means the average secondary stat is worth 0.595 PP.

Chest: Robes of the Moon Lotus (541) 128 int + 88 spirit + 88 haste = 128 int + 176 secondary
Wrists: Vaccinator's Armwraps (541) 79 int + 53 spirit + 53 haste = 79 int + 106 secondary
Hands: Crystal-Claw Gloves (541) 99 int + 68 crit + 68 haste = 99 int + 136 secondary
Belt: Abandoned Zandalari Firecord (541) 99 int + 57 hit + 74 crit = 99 int + 131 secondary
Legs: Leggings of Ebon Veins (541) 128 int + 88 spirit + 88 = 128 int + 176 secondary
Feet: Home-Warding Slippers (541) 107 int + 67 haste + 73 mastery = 107 int + 140 secondary
Rings: Jin'rokh's Dreamshard (541) 79 int + 49 hit + 55 crit = 79 int + 104 secondary
Main Hand: Torall, Rod of the Shattered Throne (541) 62 int + 43 spirit + 27 haste + 823 spell p = 62 int + 70 secondary + 823 spell p
Off Hand: Fetish of the Hydra (541) 71 int + 51 hit + 45 crit = 71 int + 96 secondary
Staff: Dinomancer's Spiritbinding Spire (541) 136 int + 85 hit + 95 haste + 825 spell p = 136 int + 180 secondary + 825 spell p
Trinkets (not done yet)

The graph below shows the PP upgrades per slot.

Weapons are far more important to upgrade than any others slot.

Co z toho vyplývá?

1/ Upgradovat nejdříve zbraně kvůli největšímu boostu, potom postupovat podle grafu (chest, legs, head, ...)
2/ Upgradovat nejdříve itemy s vysokým ilvlem (TF HC věci (ehm ... :D ) atd. ) kvůli většímu boostu statů.
3/ Itemy se socketem mají menší boost PP z upgradu itemy s méně sockety/bez socketu stejného ilvlu po upgradu.
